to draw = not only to pull, but to sketch, trace, mark. Once pulled out of the whole, something becomes visible, locatable, traceable — exposed.

Distraction literally means pulling something in different directions, apart, scattered. But draw also means to mark — so distraction is not only shifting attention, but pulling you out of the whole, making you visible, traceable, and finally a capturable target.
